ats_pagespeed: Support In-Place-Resource-Optimization (TS-2989)
29-8: updated to restore serving static psol assets correctly
after running production for a bit.
Updated to the ats_speed->ats_pagespeed rename. Work in progress.
IPRO should work. We've lost the admin pages though, and restoring
those needs looking at before merging this to master.
