ats_pagespeed: Support In-Place-Resource-Optimization (TS-2989)
With this, ats_pagespeed support In-Place-Resource-Optimization
(IPRO) and the new OptimizeForBandwidth mode, which targets CDN's
and shared hosting scenarios.
