    Having a throttling setting to work would mean that it would need to be 
lower then the combination of the incoming and outgoing connection settings.  I 
think it is confusing to have another option for liming connections I believe 
people will get the throttling wrong.  The goal of reworking the connection 
limits was a to reduce the number of settings.
