@jpeach, is this what you were thinking?
Also, between commit 82037 and 3365b, `traffic_ctl` stopped working
immediately after ATS starts up. There is ~30s gap between startup any
`traffic_ctl` commands working, eg. `sudo ./traffic_ctl server stop`. I'm still
looking into this.
