Debugging this, I notice that for UTF-8, we don't generate PCODE for the SUBSTR
operation (which RIGHT is a syntactic sugar for), while for ISO88591 we do.
Just for fun, I set an environment variable "export NO_PCODE=1" then re-entered
sqlci. In debug builds, this turns PCODE generation off. When I do this, I see
the bad behavior with ISO88591 strings as well. So, evidently the bug is in the
eval method for SUBSTRING.
