I'm unable to find a recent enough version of the ANSI SQL standard. (The
latest one available to me is SQL-2003, and the RIGHT function is not present
there.) Looking at Microsoft (TM)'s documentation for Transaction SQL, their
implementation returns the whole string when the length is longer than the
string. So, adding a CASE statement to check for a length longer than the
string indeed seems like the correct semantic.
