### What changes were proposed in this pull request?
Handle the case that the value of {framework}.rss.remote.storage.conf is
dfs.ha.namenodes.ns-fed=nn1,nn2. we can set the value to
dfs.ha.namenodes.ns-fed=nn1\,nn2
### Why are the changes needed?
Fix: #1110
### How was this patch tested?
unit test and test in yarn cluster.
