The release note needs to go with the versioned doc, that's the usual layout
for docs, such as https://kubernetes.io/docs/setup/release/.
When we release a new version, the release note link for the previous version
will change. We can have a doc update task to make sure the link is updated on
the download page. We can do this before the announcement. I have created
YUNIKORN-330 for this.
For each release, we will need to do a bunch of tasks just like YUNIKORN-312 to
update related docs.
