I have a couple of design questions left some of which I also added in the PR
review. Tracking them here also to make sure we have them covered:
* can we set a template on a parent and inherit _the whole template_ from
parent to parent?
* MaxApplications was left out. I think that was an oversight from me and I
think we need to add that one.
* How does this interact with the quota that we pull of the newly added
application if those tags are set? This is done in the
{{queue.AddApplication()}} code
I do not have direct answers and am open for suggestions.
