[~douenergy] do you fancy this one? First we need to expose this on the REST
API.
The entry point is {{pkg/scheduler/ugm/Manager.go}}, it's probably necessary to
add new method to retrieve all UG quotas.
We're not in a rush, it's a perfect candidate to be included in the new UI.
