The preemption delay for normal preemption should not be linked to the quota
preemption delay.
Users might want to run with a preemption delay for normal preemption but not
use the quota change preemption (turn it off) and handle that manually. Linking
to one setting is not correct.
The normal preemption delay will be in the range of seconds. You want a queue
to get. its guaranteed resources reasonably quickly. For quota changes we
should expect delays in the minutes to maybe even longer. Giving workloads time
to finish after a manual update.
