fix the download loinks for older releases to not use the cache but the archive
server (1.6.3 is wrong)
1.6.3 has
[https://www.apache.org/dyn/closer.lua/yunikorn/1.6.3/apache-yunikorn-1.6.3-src.tar.gz]
should be
[https://archive.apache.org/dist/yunikorn/1.6.3/apache-yunikorn-1.6.3-src.tar.gz]
