  Federal Family Education Loan (FFEL) Program & William D. Ford

Summary: The Secretary announces the eligibility criteria &
procedures for implementation of the child care loan forgiveness
demonstration program authorized by section 428K of the Higher
Education Act of 1965, as amended (HEA).  Under the demonstration
program, some child care providers may have a portion of their
student loans forgiven for continued work in certain child care
facilities.
    Effective date: This notice is effective July 27, 2001.
    Deadline for Transmittal of Applications: To assure
consideration, applications for loan forgiveness under the
demonstration program must be received no later than September 17,
2001.
    Eligible Applicants: (A) To qualify for the child care provider
loan forgiveness demonstration program, a borrower must:
    (1) Be a new borrower in the FFEL or Direct Loan Programs, as
defined in the "Program Definitions" section of this notice;
    (2) Have received an associate or bachelor's degree in the
field of early childhood education that was awarded by an
institution of higher education; &
    (3) Have worked full-time for the two consecutive years
preceding the year during which forgiveness is requested as a
provider in a facility that serves a low-income community.
    (B) A borrower may not receive benefits for the same child care
service under both subtitles D of title I of the National &
Community Service Act of 1990 (Americorps) & this demonstration
program.

  The Native Hawaiian Curriculum Development, Teacher Training &
  Recruitment Program (Fed Register: July 25, 2001 [CFDA# 84.297])

Purpose of Program: The Native Hawaiian Curriculum Development,
Teacher Training & Recruitment Program supports -- (1) Curricula
Development -- the development of curricula to address the needs of
Native Hawaiian students, particularly elementary & secondary
students, which may include programs of instruction conducted in
the Native Hawaiian language & mathematics & science curricula
incorporating the relevant application of Native Hawaiian culture &
traditions; (2) Preteacher Training -- the development &
implementation of preservice teacher training to ensure that
student teachers within the State, particularly those who are
likely to be employed in schools with a high concentration of
Native Hawaiian students, are prepared to better address the unique
needs of Native Hawaiian students within the context of Native
Hawaiian culture, language, & traditions; (3) Inservice Teacher
Training -- the development & implementation of inservice teacher
training to ensure that teachers, particularly those employed in
schools with a high concentration of Native Hawaiian students, are
prepared to better address the unique needs of Native Hawaiian
students within the context of Native Hawaiian culture, language, &
traditions; & (4) Teacher Recruitment -- the development &
implementation of teacher recruitment programs to enhance teacher
recruitment within communities with a high concentration of Native
Hawaiian students & to increase the numbers of teachers who are of
Native Hawaiian ancestry.
    Consistent with these statutory purposes, the Secretary has
established absolute priorities that will govern the distribution
of funds under the program.
    Eligible Applicants: Native Hawaiian educational organizations
or educational entities with experience in developing or operating
Native Hawaiian programs or programs of instruction conducted in
the Native Hawaiian language.
    Deadline for Transmittal of Applications: August 24, 2001.
    Available Funds: Approximately $1,400,000.  Of this amount,
approximately $900,000 will be used to award grants that meet
Absolute Priority 1 (aquaculture, prisoner education initiatives,
waste management innovation, computer literacy, Big Island
astronomy, or indigenous health programs); approximately $500,000
will be used to award a grant that meets Absolute Priority 2
(Native Hawaiian language revitalization).
    Estimated Number of Awards: Three awards under Absolute
Priority 1 & one award under Absolute Priority 2.
    Estimated Average Size of Awards: Approximately $300,000 for
the awards granted under Absolute Priority 1; approximately
$500,000 for the award granted under Absolute Priority 2.

authorized under the Act.  FI projects carry out either research
activities or development activities.
    Eligible Applicants: Parties eligible to apply for grants under
this program are States; public or private agencies, including for-
profit agencies; public or private organizations, including for-
profit organizations; institutions of higher education; & Indian
tribes & tribal organizations.
    Funding priority: CFDA# 84.133G, Field-Initiated Projects
    Deadline for transmittal of applications: October 10, 2001
    Estimated number of awards: 30
    Maximum award amount (per year): $150,000

 ==> Purpose: Advanced Rehabilitation Research Training (ARRT)
projects must provide research training & experience at an advanced
level to individuals with doctorates or similar advanced degrees
who have clinical or other relevant experience.  ARRT projects
train rehabilitation researchers, including individuals with
disabilities, with particular attention to research areas that
support the implementation & objectives of the Rehabilitation Act &
that improve the effectiveness of services authorized under the
Act.
    Eligible Applicants: Institutions of higher education are
eligible to receive awards under this program.
    Funding priority: CFDA# 84.133P Advanced Rehabilitation
Research

Purpose of the Program: The purpose of this Fellowship program is
to build research capacity by providing support to highly qualified
individuals, including those who are individuals with disabilities,
to perform research on the rehabilitation of individuals with
disabilities.  Fellows may conduct original research in any area
authorized by section 204 of the Rehabilitation Act of 1973, as
amended.  Fellows may address problems encountered by individuals
in their daily lives that are due to the presence of a disabling
condition, problems associated with the provision of rehabilitation
services to individuals with disabilities, & problems connected
with the conduct of disability research.
    Eligible Applicants: (a) Only individuals are eligible to be
recipients of Fellowships.  (b) Any individual is eligible for
assistance under this program who has training & experience that
indicate a potential for engaging in scientific research related to
the solution of rehabilitation problems of individuals with
disabilities.
    Note: Institutions are not eligible to be recipients of 
Fellowships.
    Deadline for Transmittal of Applications: October 9, 2001.

    Maximum Award Amount: Merit: $45,000; Distinguished: $55,000.

Synopsis of Program: The Science, Technology, Engineering &
Mathematics Teacher Preparation (STEMTP) program responds to the
critical need for qualified teachers of mathematics & science in
elementary & secondary schools.  The program supports efforts to
develop exemplary science & mathematics preK-12 teacher education
models that produce & retain effective teachers who have the
skills, confidence, & commitment to enable all students to attain
high standards of achievement in mathematics, science, engineering,
& technology.  Partnerships involving institutions of higher
education & K-12 school districts will address local needs in terms
of teacher shortages by developing & implementing effective
strategies for recruiting prospective teachers with strong
backgrounds in science & mathematics into teacher certification
programs & retaining them in the teacher workforce.  Projects will
address such areas of local need as workforce diversity, urban or
rural teacher shortages, & shortages within specific disciplines or
grade levels.  The STEMTP program complements the proposed NSF Math
& Science Partnerships Initiative.
    Eligibility information:  Organization Limit: It is anticipated
that proposers will primarily be universities, colleges, or
nonprofit organizations.  However, the categories of proposers
identified in the Grant Proposal Guide are eligible to submit
proposals under this program solicitation.
    Award information: Estimated Number of Awards, approximately
12; Anticipated Funding Amount, approximately $6.5 million, pending
availability of funding.
