PdfCopy won't help with tagging either, since there are both page level and document level components - and PdfCopy doesn't know about the latter (though it would get all the page stuff). it would, however, be relatively easy to modify PdfCopy to copy the ENTIRE structure tree, much as it does with the AcroForm dictionary...
