While the pdf 1.4 and higher support JBIG2 it doesn't mean that the image can be fed directly. Some segment reordering and global segment extraction is needed. I didn't add JBIG2 support to iText as files in that format are very scarce and no one asked for it.
If you can get me at least 10 real life files in JBIG2 format that you intend to use I can try to implement it.
