As I understood it, the intention was to send PDF to a browser and have
a WYSIWYG tool to edit it. That just doesn't exist. Of course you can
work with forms and even an editor applet. But you can't answer the
question without having the specs of the assignment. Maybe it's better
to have this work done by a consultant.
