You could use iText with setFullCompression.
This will make the file size smaller because it compresses
not only the content, but also data that is in the PDF objects.
I think iText generates pretty small PDFs.
Of course, if you are using large images, you should consider
compressing the images BEFORE you add them to iText;
or use Graphics2D as I mentioned before.
