Which is true as far as it goes...
But like any other content stream, it can refer to resources
either in the XObject's dict (normal case) or anywhere else on the
page or shared resources...
That last sentance in particular contradicts your observation. I
take it that Acrobat has diverged from the spec here?
I think it's bad wording in the spec.
