It means using object-level compression to reduce the size
of the file, yes. However, depending on what is in the file, it may
not get reduced "as much as you'd like"...
also after splitting the stamped file (141Kb, single page) gets
reduced to split file (71Kb, single file)

Without seeing the files in question - we can only guess.
If you are looking for getting the smallest possible PDFs -
then I would recommend you look at 3rd party solutions that are
designed for just such a purpose, such as PDF Enhancer (http://www.apago.com).
