        Sure.

        A harder problem would be for documents that have images or 
complex layouts and ensuring that those would work as well.

        The "Read Aloud" feature in Acrobat isn't sufficient?  What 
about the "Reflow" feature (which will increase size, etc.?

        Use something like JPEDAL for extraction and iText for creation.
