I don't suppose you'd care to share an example of that?  My experience (using a
single XFA steam containing an xdp with just a template section, no
config/data/locale) has been different.  I wonder where the line is?

But Paulo is correct.  Sooner or later, I need to build a flattened version of
the form... at which point all the Acrobat tricks in the world won't help. 
There's also noise in the company lately leaning towards supporting PDF/A (level
0 at least).  No form fields, much less XFA streams with no supporting content.
