That's like saying: are there no decent forks I can use to eat
my soup? PDF is a format that allows you to create high quality
documents, JPEG is a lossy image format that is especially good
for photographs, but not at all suited for text.

Maybe there is a misunderstanding between you and your French
division. You say they refuse to get proper printers that support
PDF, I understand that. What I don't understand is the necessity
to convert the PDF to JPEG.

That's like setting your house on fire because you want to save
on heating. What printers do they have? Can they handle PostScript?
