That's like saying: are there no decent forks I can use to eat my soup? PDF is a format that allows you to create high quality documents, JPEG is a lossy image format that is especially good for photographs, but not at all suited for text. Maybe there is a misunderstanding between you and your French division. You say they refuse to get proper printers that support PDF, I understand that. What I don't understand is the necessity to convert the PDF to JPEG. That's like setting your house on fire because you want to save on heating. What printers do they have?
