That's discussed in Chapter 18.
First read about the file structure of a PDF document
and about the different objects. Then have a look at
the PDF snippet on p574, more specifically the Font entry
in the Resources dictionary of a Page dictionary:
/Font <</F1 2 0 R >>
This means that whenever the syntax of the page content stream
refers to a font /F1, the PDF viewer should look for the necessary
font information in the second object ("2 0 R" is a reference to
the object "2 0 obj" in the file).
Figure 18.2 shows what would happen if you'd copy a page content
stream with a reference to a font (for instance /F11, or /Blahblah
or ...), but without copying the font that is referred to.
The PDF Reference is a very useful resource if you want
to dig deeper into this subject.
