Remember that the 'P' in JPEG == Photographic.

The JPEG algorithm is designed to work on PHOTOGRAPHS and as such  
will cause "artifacting" on any text or vector data that is  
compressed using that algorithm.   If you are working with images  
containing "text" and "vector" - do as Paulo suggests - switch to  
PNG, which doesn't have this problem.

NOTE: if you take that same JPEG and view it in ANY JPEG viewer - you  
will see the same results.  It's NOT a PDF issue.  It's a JPEG issue.
