I've sent Dominic a PDF that contains 2 images (physically:
there are only two Image XObjects with image bytes inside).
I show each image 3 times, and although it's the same data
(the same bits and bytes), some images look differently on
different pages. You can even change the way they look by
changing the parameters in the dialog box I've sent in
attachment in my previous mail.

I think the best solution for Dominic is indeed to change
his policy for logo's: no more plain JPEGs.
