AFAIK that's not completely true. You can make money with an open source project even if it's using an AGPLv3 licensed library without having to pay a license fee to the owner of the AGPLv3 library. The only obligation is that your complete project will be AGPLv3 licensed. You cannot create a closed source project when you use AGPLv3 licensed code.
