Here are the steps I've done: i) I downloaded http://gplv3.fsf.org/gpl3-process.pdf ii) With the trial version of Acrobat, I password protected that file and disabled all permissions, that gave me that file : http://www.yousendit.com/download/aHlScHBFQXB6RSt4dnc9PQ iii) I used my script, to enable all permissions (iText v5) and that gave me that file: https://www.yousendit.com/download/aHlScHBBYTIzeUx2Wmc9PQ
As you can see, the allowed.pdf has in fact all allowed except "Page Extraction" which is disallowed.
