Maybe it can help:
if I use this:
PdfReader reader = new PdfReader(inputFile);
PdfEncryptor.encrypt(reader, new FileOutputStream(outputFile), null,
null,PdfWriter.ALLOW_PRINTING, false);
with a non protected PDF, then all permissions (including "Page
extraction"!?) but printing are disabled.
