May be you should set it through styles like this -

or you might need to use HTML page break styles for the same.

Subject: [iText-questions] Add a dotted line style for HTMLWorker
Hi,
I'm using the web worker to create a simple letter. I want to have a section at
the bottom that can be cut off once printed. I'd like this section to have a
dotted line at the top.
I've used the HTML code
<hr width="100%" />
This displays the line, but I was wondering if there was a way to make this
line
dotted. Or if there was a better way to add a dotted line. I tried and failed
to
add a top border to a h2 element before I found that hr drew the line I wanted.
