I use Flying Saucer to do lot of XHTML -> PDF conversion and it works well! 
However, am not sure, if this fits in your scenario.

I'm not sure you can use StyleSheet.LoadTagStyle to add those styles. Does 
anyone have a example more specific to iText of adding dotted borders.

May be you should set it through styles like this -
http://www.thatvoodooyoudo.com/css/styling-horizontal-rules/
or you might need to use HTML page break styles for the same.
