Even though the security on PDF document says yes you can fill in the form and 
save that filled in document? Kind of blows your statements out doesn't it? But 
thanks for answering the question. I guess I'll just have to leave those lines 
commented.

The correct way is to ask that 3rd party for the password.

If someone secures a PDF and gives you the PDF but not the password, this 
implies that that person simply does not want you to manipulate the PDF, and 
you are acting against his explicit will by manipulating it anyways.

(Ok, admittedly, on the one hand there are people who secure documents without 
knowing what that means, and on the other hand iText understands secured 
documents in a quite black-and-white manner only, i.e. either all is allowed or 
nothing. But in principle, the above said still holds.)
