Austria has something like that: the Austrian "Bürgerkarte"; it has two key pairs: * "encryption" key pair that can be integrated into the windows crypto framework and used both for signatures and encryption, but is not legaly equivalent to a normal (ballpoint/pen) signature and * "signature" key pair that needs its own software stack to perform signatures, but is legally equivalent to a normal signature (except for a very few special cases).
