Actually there are two licenses:
1. Commercial:
http://www.idrsolutions.com/java-pdf-viewer/
2. LGPL Version (maybe a bit hidden):
http://lgpl.jpedal.org/pdf-viewer/
So if you comply to the LGPL license you can use it for free. And since
LGPL is more liberal than iText's AGPL you could even use it in an
commercial project.
