I think one route you could go is:
1. Convert the PDF to an image using jpedal/iText
2. Transfer the image to your android device and display it there
3. Write your own viewer for android where you can switch beetween pages
etc.
4. Text search is a bit more tricky however not impossible... (Do text
extracation on the serverside and also transfer it to your device ....)
