No problem doing that offline. I have seen (custom) solutions offering that (working offline) and using the html5/image type solution. In online mode the files are transfered to the app and are later accessible/viewable etc. However you'll need a least a basic native app (frame) though.
If you really are looking for a native IOS lib, PDFTron is the way to go: http://www.pdftron.com/pdfnet/mobile/ios_pdf_library.html However then you also need a different lib for android, blackberry, windows phone (...) and all will behave differently.
