The black x means that the file which should be installed is not there,
it's most likely that it could not be installed due to missing
permissions for the webserver user.

The red x means that the files which are installed do not match with
those which should be installed. You can have a look at the difference
by clicking on the red x.

Since the reinstall-button doesn't help you should try to install the
opm via command line:

<OTRS_HOME>/bin/opm.pl -a upgrade -p /path/to/your/OPMFile.opm

Keep in mind, that you need to do this as the right user in order to
avoid the permission problems that you encounter right now - e.g.:

sudo -u www-data /opt/otrs/bin/opm.pl -a upgrade -p
/path/to/your/OPMFile.opm
