setting BORDER="NO" and RASTERSIZE is working for getting the correct
clientsize (I forgot to say I am on iup 3.9 now)

The IupCanvas (and so the IupGLCanvas has a 1 pixel border by default.
See the IupCanvas BORDER attribute documentation.
Instead of using RASTERSIZE, you can use DRAWSIZE, or the resize_cb
parameters.
