We are currently in the process of releasing Tizen 2.0 Alpha IVI for ARM (Pandaboard). The release would include all ARM packages (source and build rpms) for the same.
This release would include required packages from Tizen 2.0 Alpha mobile, Tizen 2.0 Alpha IVI as well as those for Pandaboard.
For any other ARM-based platforms, board specific adaptation packages need to be changed/added, as necessary.
Tizen IVI 2.0 Alpha ARM release would be announced shortly. Please stay tuned.

My understanding is that for the packages you list, 0.4.53 is the source code version number and 2.1 or 4.2 is the compile time version number. The compile time version number is incremented each time the source code is recompiled. This implies at least the source code for both armv7L and i586 are based off the same pull of code from upstream, however there may be some patches local to the tizen build system that are different between the two versions.

Can use the existing armv7l packages for IVI?

You should be able to compare the package list from tizen mobile against tizen IVI and figure out which mobile packages to use. There are some packages that IVI has modified so you'll have to build those as well.
