We are not installing the package that provides the tpk backend, but I
don't think it was explicitly blacklisted.... it's just that nobody
every noticed it missing because nobody ever stood up and asked for it.
File a bug and we can track this, but it will come down to finding which
package provides the backend and then seeing it exposes a bug when run
on your image.
