That means you're not building the 0.10 version of gst-plugins-base (only the 1.x versions are built below). That's what you're missing and why other packages are failing. Note that you're also missing other 0.10 version of Gstreamer packages.
Note that although these Gstreamer 0.10 packages appear in the repo, they are not listed in the manifest file (so using the repo tool + manifest file) will not get those for you. Maybe they should be re-submitted from Git/Gerrit with the right tag to make sure they appear in the manifest file for the next images.
