Hmmm... I've just tried tizen_20140312.12 and tizen_20140314.6 on my VTC7120 and I'm getting the same problem than you. It actually works fine on a different platform that I have which uses HDMI (using tizen_20140314.6)... maybe this is related to using the VGA screen...
