Yes.

The behaviour I am experiencing is that I will be able to tune a station
well for a maximum of 20 seconds then it becomes unwatchable.  The quality
during those 20 seconds seems good - but it does not last.  Fine tuning does
not help.  If I tune away from that station then go back the quality does
not return.  If I restart the machine, and tune to that station again using
the same frequency - then I will get the same 20 seconds of good quality.
So it seems like a reboot has some sort of affect on the ability to tune.

Very!!! Unfortunately, I can't explain it. (Unless you can tune to channel 2--or whatever your lowest channel is--power off the system, boot the system and get good video indefinitely, change to your highest channel and get good video indefinitely, and change to your lowest channel and get this behavior... If that's the case, please let me know as soon as possible. Thanks. :).

At this point, I recommend upgrading to Linux 2.6.10 (released Dec 24). It contains a proper definition for the tuner, so no patches are required. Simply install the new kernel (and its tuner module) and then install ivtv. If you get the same behavior, the problem is not with the tuner module.
