Well, in the end I didn't need to do any coding after all...
(but the datasheet sure helped in discovering what was going wrong)

Now tuning works for all channels on both cards (tuner type=5 and tuner 
type=38) on a
2.6.10 kernel in PAL-B/G:

- Download the V4L "all-in-one" patch from
http://dl.bytesex.org/patches/2.6.10-3/All-2.6.10.diff.gz and apply it to the 
kernel
source.
- Select a V4L card from the kernel config (I selected the cx88, shouldn't 
really matter
which one, it's only to trigger compiling the tuner, tveeprom and tda9887 
modules).
- Compile/install the kernel modules
- Compile/install the ivtv driver, but *not* the ivtv tuner/tveeprom modules
- Add the following to your /etc/modules or /etc/modules.conf:

tda9887 pal=B
ivtv ivtv_std=2 tda9887=0


At least it works for me ;-)
