Comparing this firmware to the ones that come for the 250/350-series, there's a big difference in size. Could it be this firmware is only intended for the newer cards (150,250MCE,500)? I've symlinked the HcwFalcn.rom file to ivtv-fw-enc.bin but couldn't get the card to capture anything. I'll do some more test with more debugging enabled though.
