If you start the setup for mythtv and go into "general" setup, the third screen, "Global Backend Setup" contains a field called "VBI setup". I had it set to "PAL Teletext" but it should be "None" which is the default value.

If the picture is blocky, then it is most likely that your bitrate is too low
Try a setting of around 3000 or 4000 to get proper picture quality.
