I honestly think that it's a problem with your
drivers.  Not necessarily the ivtv driver itself, but
the tuner driver, in particular.

When I first setup my PVR-500, I got only static on
it, until I replaced the tuner driver (with
tuner-ivtv, but then again, I'm using ATrpms builds).

Perhaps a rebuild would help.  I really don't have any
other suggestions.
