Sorry to answer my own post, but I have had _some_ progress in this:
With the settings:

> modprobe saa7115  debug=1

I can tune on both tuners perfectly when the cards are in the PVR-350
- PVR-150 order.
However, no matter what I do, there is way to have even a line on the TV out.
It seems that loadning the cx25840 driver before ivtv fixed the tuning
issue.. does anyone know if there are other orders dependencies to
consider?
