Test this, assuming that you change channels on the PVR: change channels on the TV tuner, not the PVR. Then you'll hear the sound of the tuned program on the TV.
I've tried the same as you. SCART between PVR and TV, and the audio plug on that SCART cable to the soundcard line-in. It seems that the TV outputs its sound on the SCART as well, and that goes into the soundcard and not the audio from the PVR.
