Well, since both of your cards have poor quality, I'd bet on signal strength issues. The PVR-150s appear to be very sensitive to it. Previous recommendations on the list would be to try an amplifier. Grab one at the local Radio Shack and see if it helps - if not, return it. Also, one of you cards is a C599, which is pretty new. Since its such a new model of PVR-150, I'd recommend trying the absolute newest firmware you can get your hands on. The wiki (http://ivtvdriver.org/ index.php/Firmware ) lists a 2.0.24.23035 as the recommended version, but if that doesn't work, you could even try one of the newer versions from ftp://ftp.shspvr.com/download/wintv-pvr_150-500/inf/ That might help with the card detection problems. Also, I'm assuming you have no module options in modprobe.conf, or you would have posted them as well.
