Can you make available two mpgs, each using the same channel, one made 
under linux, one under windows?

Can you also do some tests under linux varying the frequency slightly? 
(ivtvctl -R returns the frequency times 16, use -r to set a new 
frequency. Check the range of freq-20 to freq+20 in steps of 1. See if 
the quality improves noticably.
